ok im lost is fast boot the new term for sbf or .....does this return phone to stock... im a droid x guy just got the razor maxx and was looking into root and possibly costom rom....i cant stand stock ICS.....is there any roms for the razor that r as solid as liberty v2 was for the x.....its been a while since ive been lookintg for any of this since i got on liberty v2 i kinda quit flashing roms......is matts utility solid has any one had any problems with

Sbf means system bin files? Correct?

In essence its the same thing.
Both allow you to return your phone back to stock. Not factory reset stock, but flashed new system image stock.
Matts utility is rock solid, ive been using different versions for awhile now with no problems yet.

As for your Rom question, i havent flashed any roms for awhile since official motorola 4.0.4 came out. Just been running leaked versions of ics.

I think SBF is System Boot Files. The way I understand it, the SBF can pretty much rescue you from almost anything you mess up.
