wallpaper tool?

i've been pretty unhappy with the stock cropping setup on my phone and am looking for something that lets me actually select the part of the pic i want to use.

this is the closest thing i can find that might work, but it's got a lot of sketchy reviews, so i turn to you guys for advice.

any good, simple photo fixers for wallpaper?
