Walmart repeatedly cancels Straight Talk PIN order

Two months ago I tried about 10 times to order a 90-day unlimited PIN, only to have each order cancelled by Walmart within 30 minutes of placing the order. According to Walmart, the payment was being rejected by the credit card issuer, but according to the bank only 1 or 2 authorizations were attempted and both were approved. On most attempts I was using a shipping address in a state that does not have a sales tax, and this address is not my credit card billing address. Three months prior to this, the exact same order went through without a problem.

I just tried again last night and had the exact same problem.

Is Walmart actively doing something to prevent orders like this from going through?
 
On a hunch I decided to change the shipping address to another address in the same state that does not collect sales tax. The old address was a business location, and the new address was residential. An order with the new address went through without any problems.
