Want to create icons

Ok I have read several threads suggesting programs like PandaHome, and BetterCut. I'm a huge fan of the ROM I'm running (Andromeda3) I just wish to create my own icons using say Adobe Photoshop, or other another program. I keep searching and am coming up empty. I imagine in the .sdk to attach WHICH icon does what, but first I wanna tackle the design options.

Please advise
