Washed out nighttime pictures

I've been having a problem with that. However, I noticed that if I go with videos instead of photos under the same conditions the colors look different, sometimes better, sometimes worse. What gives?
 
Suggest you post some samples, so we might have a better idea of what's going on, and possibly give some help.

Is it a cheapo phone or tablet you've got? Because some of those the cameras can be rather grim.
 
Not just what device but what settings (e.g. HDR enabled or not). Even post an example so we can see what you mean.

"Washed out" to me implies lack of contrast, and perhaps too light. It's not uncommon for an auto exposure system to over-expose a night shot (it doesn't know it's night), and if a scene is mostly dark those bits won't have much contrast. If you select a particular part of the image to focus on most phones adjust the exposure, weighting it to that region. If yours does this then focussing on a highlight will result in the rest being darker.

I literally do not shoot video, so have little to say there except that it is lower resolution, and part of that comes from adding pixels together (it may also have a narrower field of view than the still image, i.e. be cropped) and that could affect exposure and contrast. And it may be constantly adjusting exposure, may be using a different exposure algorithm.
