How deep did you go in the water?
The Note 9 is water resistant but not waterproof. The deeper you go in the water the greater the water pressure put on the phone and it can quickly surpass the expectations of the device.
The Galaxy Note 9+ has an IP68 rating (ingress protection) which it's protected against dust (rating 6) and water (rating 8). However, the scale has limitations based on length of time (30 minutes), depth (1.5m), and liquid type (fresh water). If you took the Note 9 deeper than 1.5 meters (5 feet) and/or left it submerged for more than 30 minutes, it's very possible that it simply could not perform up to those standards and your screen is broken.
The rice solution sounds like a joke but it's your best bet right now. The alternative is taking your Galaxy Note 9 Plus for screen repair and see if replacing parts would fix the problem. Be warned that this could cost a lot of money and potentially your device needs to be replace anyways.
