If you visit m.waze.com on your phone it will automatically download the APK {then click it when it downloaded} , So I'm trying it out now but their seems to be no maps
Great interface though Can't wait to see this in the UK
Without a base map it will depend on the number of users - but I can see it having a practical use as a "community-real-time-free-traffic-social-networking" tool.
Especially if the "It's not an iPhone" community really grows.
