I like the live wallpaper from accuweather but im trying to find if there is an app that allows me to put a personal picture on my backround but still show the weather like snowing or raining falling.

I use Weather Bug Elite, and the widgets have an option to have the background transparent so the desktop photo shows through. The widget is not animated, though.

I use Multi-Picture Live WP, let's you put a different image on each screen. Aim your camera out a window, take a picture, change your screen... most accurate weather you can get!
