Weather screen with wind mills

so i put up the wind mill screen background and i thought it was suppose to show rain when it was raining and snow when it was snowing. Today where i live it rained all day and the background showed that it was sunny.... Does anyone know how to fix this? does the GPS have to be on?

Does it show your city and temperature? I believe the GPS has to be on for the phone to know where you are, and thus what the weather is there.

That said, my GPS is on and the stock Accuweather app consistently shows me in a different city, even though Google Maps and every other location base app has my position correctly.
