Webservice bluetooth

I do not have internet connection at all.

Can i invoke web service on my phone over bluetooth ?

You can usually tether another device like a laptop or something via Bluetooth to your phone.

You can usually tether another device like a laptop or something via Bluetooth to your phone.

But tethering is for accessing internet off the phone on your laptop. The phone does not have a supported way of accessing internet through tether.
I want internet on my phone via any bluetooth or if if there a way app can invoke webservice over bluetooth ?
