Help Weird circle of dots appearing at bottom of screen.

So this weird thing keeps popping up over and over at the bottom of my screen and is dimming the screen brightness when it appears. It's really annoying. My screen shot had to be smaller to upload, so i got a pic of the circle thing. Idk how to stop it.

Welcome to the Android Forum.

The little rainbow of dots occur when you insert your power cable to show you it is working. The complete circle inside it is part of the bottom tool bar that takes you back to your Homescreen. They are built in to most android phones. The rainbow should disappear in about one second after connecting your charger.
True. except it happens when it's not plugged in.
 
With the latest update mine has changed again. It now shows exactly as you see on the latest Samsung adverts with a large floating dotted circle that bizarrely counts backwards 3% and then zips backup to your current charge level.
