Weird lock screen

My girlfriends phone just started having this weird lock screen appear before her actual lock screen. It shows 3 icons in the middle, battery, memory and camera and at the bottom it says "Slide to unlock" in pink. Other people here have had this come up when they had the Peel app installed, but she does not have that. Also saw people having something similar appear when smart lock is enabled, but that is not either. I have tried turning off all security and it still happens, and it doesn't show any active apps when unlocking. Any suggestions since I don't want to have to factory reset the phone. Also, her last update to her software was 4/14 and this just started today. Thanks!

Have any of her other apps had updates lately? The Peel problem stated with an update to that app, so if some other app has done something similar that might be the giveaway.

I don't think this is a system update issue, it will be a user-installed app responsible for this.
