What app can block outgoing international calls?

I'd like to prevent accidentally calling numbers in another country, which is very expensive. What app can do that? I have seen mentions of the following, but all are obsolete and off of Google Play.
  • Root Call Blocker Pro
  • Call Guard
  • Call Blocker Gold
  • Outgoing Call Blocker

When I am in a foreign country, and call to that same country, that is an international call, and I need to remember to use Skype or some other service, not telephony. But it is easy to forget that.

Thank you. The carrier doesn't offer that service, but it seems that an app could do it. Do you know of any?

Every carrier I've been with can block international calling, premium rate, etc. and I'm sure many do. I think a custom dialler app could do it, but probably no devs have seen the need to write one. Or if they have, they're really to show you ads, and not do anything useful

I used to manage w/MCI years ago in the general operator and directory assistance departments and you won't believe the number of people that don't pay attention or just have fat fingers and dial away.

How do you accidentally make an international call?

I don't know and it concerns me. I have 3 calls in my call log to the same long distance number. Each is 2 seconds long and were all made in the span of 2 minutes. Three minutes later another call was made to a different number and this one was cancelled.

These aren't numbers in my phone book and I don't know who they are to. I incurred charges for each of the 2 second calls. While these weren't expensive, I'm worried that something is making calls without my permission/knowledge. Highly unlikely they would be butt-dials given that would have to be something that dialed 10 digits, waited for an answer and hung up 2 seconds later. Then repeated this exact sequence 2 more times all within 2 minutes. And then 3 minutes later do something similar, but to a different 10 digit number with a hangup before the call was answered. This sequence isn't something I as a human would have done either and nobody has access to my phone.

Any ideas as to how it could happen and what can be done to prevent it? My carrier can only block outgoing international numbers, but any long distance that starts with the digit "1" can only be blocked on an all or none basis. I want to be able to call withing my country, but don't want to be able to call out of country so I can't have them block all calls starting with "1".
