What carrier?

Just depends on what carrier you want to use. Looks to be a dual SIM Chinese phone with these frequencies:
GSM 850/900/1800/1900MHz 3G: WCDMA 2100MHz.
 
And that means if you are in the US, you need either AT&T or T-Mobile, or one of their off-shoots. Elsewhere in the world, you will be fine, because they all use GSM, afaik.
