What changed between S2 to S3 re: email

I have both S2 and S3 and use outlook for my work emails. On the S2 I have no problems, in fact it works flawlessly syncing my emails receiving and sending. But the S3 is HORRIBLE.

I've deleted and reinstalled my outlook account over a dozen times. I've had my IT dept check our server multiple times just to tell me that there's no problem. I've gone through the search function and read the threads but most talk about syncing contacts and what not and almost none talk about my specific issue.

My S3 always has trouble connecting to the server when sending outgoing mail. I've tested both S2 and S3 side by side so it's not a server issue. Even worse is that the S2 is running Wifi only and still manages to out perform the S3 in this sense. What the hell did the developers do during the software upgrade to screw up the email app??

I came from Blackberry and was hesitant at first to switch to Samsung because my work emails are a big part of my day. But Blackberry basically abandoned it's customers and Apple annoys me. After seeing my S2 perform so well in all the aspects I needed it to I figured the S3 would be a good addition. Fail. Can someone pls enlighten me if I'm doing something wrong or if the app is really this bad?
 
The app works as I want with my exchange account. It pushes when push is set, it schedules when scheduled. It sends fine. I have no experience of the s2 client.

There are third party exchange mail clients like k9 etc you could try
 
Suroot, could it be my phone? Is it possible to delete the app and reinstall? I've looked into the third party apps such as k9 and touchdown but none have the feel and usability of the original app that I prefer.

Redhook, they have checked the settings in my phone numerous times. Perhaps you can specify what they should be looking for?
