It doesn’t mean you have a new phone?

Anything it says when first used it should also say after a factory reset.

It means either the device has been factory reset and the original account that may been there hasn't been logged back in yet or you're on the start screen before setting it up and this is Google's introduction before you start.

When I do a factory reset on my device that's the same introduction that I get even though this device is not new.
