what does a little briefcase with an arrow in the middle mean?

For years I also thought it was a briefcase. It does look like one. In reality, however, it is a shopping bag with a handle. This icon, with arrow, means that you have either downloaded and installed an app successfully OR an app or apps you have already installed have updates available in the Google Play Store.
When you pull down the notification panel, Play should notify you of what needs done. Tap that notification and Play will open, allowing you to update your app(s). If the notification says an app was updated, you need not do anything: just swipe away the notification.
