What happens when you power up a Pokemon? - Pokémon GO

I've evolved lots of Pokemon on my way to a lowly level 9 in the game, but haven't tried to "power up" yet. Is this a temporary boost for battles? Or a permanent statistical upgrade? Any basic strategies you can share for when to evolve and power up your Pokemon?

Awesome! That makes it much more useful it seems. Although I haven't been in combat yet so who knows. All the gyms around me have Pokemon in the 2000s and my best is 400!
