What is "Open Channel for BIP" message?

A family member has a Samsung Galaxy J3 Orbit. She's started to repeatedly get a message on the bottom of the screen "Open Channel for BIP". What is this - is it a virus or spyware or what is it? And how does she get rid of it?

Was the SIM changed recently?
