What is the application, SCloud Starter?

Cell : Samsung Galaxy 11, version. 4 .12. What is SCloud Starter? It says I downloaded this application, but as far as I know, I didn't. I've been having problems with my phone and it may be a coincidence, but ever since I saw this application listed and seemingly running...? What does this app do and is there any reason to keep it?
