If you can squeeze $200 then the Motorola G7 Power is a great phone with good specs. It comes with android 9 and is on the list to get android 10.

Oh yeah, I know SyberHexen too. We talk on TG once in awhile.. He's been in on Moto X4 (payton) too, great guy. I'd recommend his work any day, good choice.

It seems the previous posts did not answer specific in what you asked. You ask for custom rom and root before you buy the phone.

Actually his questions were answered. He wanted a phone that he can install a custom rom on. So he was provided a link to a brand new carrier unlocked phone that also allows bootloader unlocking on the manufacturer's website. He even received a link to a solid working rom for the phone.
I wouldn't buy a phone on ebay, there's much better places to get phones like Swappa. Also a Note 5 is old already and may not get android 10. The current android 9 rom for it has bugs.

Who knows what their custom ROM and rooted filesystem might contain? The person who rooted it could have put all sorts of privacy-invading things on the phone, that the clueless user would have no idea about.
