What is the best free wi-fi mapper ?

I'd like to be able to download an offline map.

I think this one has the largest userbase, but can I download it I wonder?

I use Osmand+ Really useful and covers everywhere. I think the paid versionis worth it, but the free one is good.

CoPilot works great offline if you have a SDcard to store the maps. I use it for looking around me at rest stops.

Not thrilled with the way voice prompts works. If you make the turn correctly it does not verify that. It just waits until the next turn to talk.
