What Is Xposed In General Terms

It's a framework for the S3 that allows you to run particular application that rely on it and mod your ROM to a certain extent.

Does that mean it's optional then?

Yes, you don't need to have it, it's just a framework like others which you might want to flash if there are specific actions/mods you want to do but your standard framework does not allow them.
