What low-to-mid range Android phone to buy?

I just moved to the US as a student and am just starting my life here, with a very limited budget (car, rent etc). I just need a low-to-midrange Android phone from which I'll be able to use wifi and simple apps like Whatsapp, Maps and basic stuff really.

Will NOT be watching tv shows or movies on the phone, not too fussed about the camera. Preferably about 200 dollars....

They only offer 1 phone, but two options: If you pay $250 for the phone, your monthly is only $19. If you pay $99 for the phone, your monthly is $29. There is no contract. In the long term, this is likely your cheapest option.

What carrier are you on? Are you planning on being on a two-year contract or prepaid?

I'm actually not sure; I will be going for the more financially cheaper option
