What's optimising got to do with 3D games performance?

If its established that processors with PowerVR dedicated graphic chips are more efficient than the Adreno (found in the Snapdragons), then what is the point of optimising games (say, Asphalt 5HD) for Snapdragons?

Regardless, the Snapdragons will be slower and weaker when it comes to 3D graphics right?

Maybe someone more knowledgeable can explain to me lol

Optimizing a game can benefit both. If you can get a game to run well on the weaker system, it should perform even better on a more powerful one.
