What's required for Android to turn on quickly?

I find that, when I press the power button or just plug my Android Tablet into a powering USB host, the tablet turns on very quickly and is still running the last program I ran.

What is happening under the covers? (My attempts to search with Google yield too much noise about unrelated other things.)

Is it in some version of a sleep mode?

Does this mode require the battery to remember state, or is state remembered in non-volatile memory? That is, if I were to open up the case and totally remove the battery, would this ability to turn back on to the same state still be preserved?
 
Yup: the answer is that you aren't turning it on because it never turned off. It just turned the screen off and went to sleep.
