WhatsApp Pop Up Notification "not available"

I don't receive pop up notifications when receiving new Whatsapp messages. In settings, it shows pop up notifications as "not available". When clicking on it, is says "Popup notifications are no longer available in your version of Android". Anything I can do to correct this as I'm missing new messages.

Settings > Advanced features > Smart pop-up view > turn on for Whatsapp.

Looks like the feature has moved out of the apps and is baked into Android now.

That's the weird part. That setting is turned on in my pop up settings for Whatsapp but still shows "Popup notifications are no longer available in your version of Android" in my Whatsapp app....strange.
