Where in Europe can a dual sim android phone be bought?

I'm having a difficult time finding a dual sim phone sold in Europe that runs Android.

Only two models support dual sim, dual standby, but don't seem to have a presence in europe:

General Mobile DSTL1
Sciphone n21

Any ideas why these cannot be found in europe? Are they actually running Android, or some windows garbage with an Android appearance?

The only dual sim card phones I have seen are chinese and dont actually run android.
