So I have a Samsung J5 with 16 gb of memory . My phone claims 15.1 of it is already in use. My question is, even allowing for the fact OS takes up some of that 16 where is the rest of my memory going because the breakdown in the screenshot provided doesn't add up up to 15.1 .

That menu is pretty useless, but have you tried scrolling down to see whether there's more below the bottom of the screen?
There's a little app called DiskUsage which will give you a detailed view of the user-accessible part of your storage, so maybe that will help.
