definitely NFC Task Launcher . If you want even more advanced, then nfc task launcher plus tasker.
As far as a native app...there was until gingerbread...then they took it out. Now they only left the libraries for third parties to develop for NFC. Of course also Beam and Wallet.
If you get cyanogenmod, there is some native NFC Task Launcher style app in there
