Which Camera App/Settings for a fast accurate snap

Hi,

I recently had a car accident at night and was able to snap one of the cars since the first driver was "friendly" enough. The second driver parked his car like 20 meters away and assaulted me. Being in a country that discriminates against foreigners (KSA, and especially if one is not a "WW"- White Western with a strong embassy), I could not touch the guy (trust me on that, I would have ended up in jail or even deported for defending my self). I could not take a reliable picture that shows his license plate. I had to turn off flash, then try and it had a loooong delay (in that current situation). I was annoyed by the inability to take an image when most needed. There is a difference between having a license plate written down and an image at that time in the event of a legal process.

Is there an app that will take a reliable image as HDR or fast bracketing or raw or spot metering or any combinations of the above in a fast way to show details like a car license plate in suboptimal conditions?

Maybe you could try 'Fast Burst Camera'.

Or one of this apps which works permanently as "Black Box" on the car's windshield (with photos or video) like 'DailyRoads Voyager'.

Fast Burst Camera shoots a whole series of images with a short interval. The delay until the first one is no different, though. It can't be: that delay is a hardware/firmware issue. Not a software issue.

Sounds logical. So I dove in. But I found 2 problems: 1) there are about 35 black box-type apps, but no side-by-side reviews afaik, and I haven't got time (nor the inclination) to test ride 35 apps, and 2) to be able to shoot pictures or video the phone must be mounted, at perpendicular angles, with an unobstructed view through the windshield. That means it will obstruct part of the driver's view through that same windshield (and, without tilting towards the driver, cannot be comfortably used as satnav). Technically, that view obstruction is a traffic violation.
