960F is the "global" (as opposed to US or China) Note 9, so hardware-wise it is the right model.
However, it might not have been intended for the UK market: there are many national/regional firmware variations. Do you have the full model number, note just N960F but also the "CSC" (Country-Specific Code)? I don't know whether it will be on the packaging or whether you'd need to turn it on to find it, but this could affect which firmware updates you get. Though if the packaging says UAE and doesn't mention any other countries I suspect that you'll find the code is N960FOXM2CSDE (a code which covers everything from Southern Europe through to Australia), while a non-network-branded UK phone would have N960FOXM3CSF9 (which covers a range from Northern Europe to Malaysia - no, I've no idea how Samsung work this out!). What may be more significant is that all Samsung phones are sold with a "region lock" to prevent them being sold as grey imports in other regions. To remove this you need to make a few minutes' calls with a SIM from the intended region. I've not been able to find a clear answer on whether you need to be in that region, nor what the different regions are, so cannot say whether a UAE phone would be an issue (some vendors will open the packaging and do this before shipping in order to remove the lock).
I realise that I've not answered your question, but I can't really: I know nothing about Google Pay, so can't say whether a UAE phone would have problems using it. I'm just saying what else I would look for (ideally without breaking the seal if it's a sealed package, but I don't know whether that would be printed or not) and the other questions which would occur to me as a non Pay user. Hopefully someone else who knows more about Pay, or about Samsung, will be able to say more.
