Actually I will be in the Czech Republic. I will need to make calls WITHIN Europe not calling back to the US. I am trying to figure out the best (free) way to make and receive calls while there. Those incoming calls are also from inside Europe.

I will also be taking a netbook with Skype.

Google Voice?

You could try Wifi, but its not that reliable, another option would be a pre paid sim on a Czech network, you will have a czech number and there is an up front charge, but any incoming calls from anywhere outside the czech republic ( ie slovakia/france/etc) may have aditional roaming fees attached, this will only work if your phone is GSM compliant.
