Why aren't permanent notifications in Tasker really permanent?

I have four permanent notifications set up using Tasker (Silence Toggle, WiFi Toggle, Bluetooth Toggle, and GPS Toggle...I'm guessing their functions are obvious). They all work great...the problem is if the phone is restarted, I'll lose them. The only way I've found to reload them is to open each one of the Notification Event tasks and click the Test button (this puts the notification back in the bar)...there must be a better way, anyone have any ideas? I'd even settle for a task that could automatically load the Notifications back after a reboot...it's a pain to do them one by one. Thanks...

A bit late. Hopefully by now you figured it out. In any case, you want to have the context an event - system/ device boot. The task will be your notifications.
