Why do ereaders format epubs differently?

I've used Aldiko and Cool Reader to read ebook and epub files. So far aldiko seems to format epubs files better than cool reader. For example, cool reader doesn't support some CSS styles in the epub file and aldiko does.

I want to try out other ebook/epub readers that supports many CSS styles and does a good job at formatting the page correctly, but I don't have the time to test them all. Which ones are the best to try and safe to use ie. no spyware junk.

I use PocketBook reader by Obreey Products. That seems to handle and render epub e-books very well, also works well for PDFs. Safe to use, no spyware or ads. I did try another called PandaReader, that was terrible for English, but OK for Chinese e-books.
