Why does it talk to me sometimes?

Why does the verizon s3 announce incoming calls and texts sometimes, but not others? what setting controls this?
 
Probably Driving Mode. Drop down the notifications and on the settings toggles at the top scroll till you see Driving mode. If it's on, turn it off.

There is also a service called Talkback. Settings / Accessibility / Talkback / make sure it's off.

If you have Light Flow installed there is an issue with the SIII and Light Flow turning Talkback on and off.
