Good question. I assume they see that as a way to save some money in the manufacturing process. No LED flash means fewer parts, which take up less room, which allows them more space for whatever else they want to put in there.
And since LED flash isn't usually something that is make-or-break when it comes to a smartphone decision, Samsung just hasn't had the motivation to integrate them yet.

It's not make-or-break for me, but if there are two very similar devices that are similarly priced that I am deciding upon come upgrade time, the LED flash issue could be the make-or-break if the two devices are very similar in having the features I am looking for. An LED flash isn't intrusive. It doesn't get in user's way at all should they not use it. With a handful of apps I use that use the LED flash for things other than taking photos (i.e. a flashlight app), it could end up as a deciding factor. I'm willing to spend up to $250 no considering tax and all on my annual upgrade.
I know that the European Galaxy S2 will have an LED flash, so I'm hoping the Sprint variant will as well. I'll most likely choose the Sprint S2 over the EVO 3D if it's specs and features line-up right.
