Why isn't Google Play not Working?

June 15, 2013 I got a new phone. The Samsung Galaxy S4 my carrier is AT&T. So just the other day I tried to download an app off of Google Play Store and the Play Store just exited itself and I tried restarting my phone and tried getting back in the Play Store and it didn't work. I tried restarting my phone and it still hasn't worked since then. Please Help. Or what should I do?

The first thing you should try is clearing the cache for the google play store. You may also need to clear the cache for google play services (app).

To clear an application's cache:
1. go into the settings menu
2. choose application manager
3. swipe to "All" tab, 2 screens over
4. Find the app (google play store and services should be next to each other)
5. Click on the app
6. clear cache, and also clear data for both
7. Hit the back button and repeat 5 and 6 for other app
8. Now try using google play store
