Why won't my phone find the WiFi terms and conditions page?

Currently living in hospital accommodation where WiFi is provided. To access it you try to open a webpage and it should redirect you to a page where you are prompted to enter the username and password for each flat and tick to accept the terms and conditions. This lasts a week before you have to do it again.

On my husband's phone, our tablet and TV (all Samsung products) this is exactly what happens. I've had two Samsung phones and neither have worked. It just doesn't bring up that page. If I turn off my data all I get is a page saying I'm offline and to come our of aeroplane mode etc as a suggestion.

Other WiFi is fine. At home, work, friends' houses etc where I just have to enter a username and password in the WiFi settings it's all fine. I just get it to trigger the page for this one where I have yo enter those details.
 
Sometimes you have to connect to the Wifi in the wifi settings page. The try to go to google.com in a browser. This sometimes triggers an alert (not a web page redirect) in your notification bar that brings you to the login page. I'm not sure what the difference is as I have seen both ways.
 
I cant connect to it in the WiFi settings because that only allows me to enter a password, not a username
Does it show "open" for security. Normally you connect in there and get an IP address. Then are prompted to authenticate on the page where you accept terms. Did you possibly try connecting to an internal network?
