Why would samsung Note 5 download software update over cellular network if wifi only was enabled?

My note 5 asks me 3 times today to connect to a wifi network so that it could download the latest update. Then all of a sudden it forces me to restart with the "your phone will restart in 5 .4. 3. 2. 1." It then ran what seemed to be a normal update.

This seems a bit suspicious though, as I have the updates set to wifi only, and it had previously asked me to connect to wifi as mentioned above.

Upon checking the settings update page a small popup bar at the bottom of the screen reads "No firmware".

Is this reason for suspicion? It seems a bit strange to me.

Also, my wifi has been turned off all day as I only use cellular regularly. There is no chance that I connected to wifi any time recently.
