Help Wi-fi turns itself on

My wi-fi turns on by itself. Anyone know how to correct this? The wi-fi is turned off and the setting for "Keeping wi-fi on during sleep", under the Advanced setting is "Never", but it keeps turning itself on. Do I have a phone with bad software or am I missing something?

I've checked every app and not one shows that they'll turn on the wi-fi. I'm in the process of uninstalling and reinstalling each one to see what happens.
 
Can't take credit for it. I broke my first rule..always look at the tips first. Thank jerofld..

Settings> Wireless & Network> More settings> Mobile Network> Automatic Connections (might say Connections Optimizer) then uncheck box in upper right hand
