Wi-Fi vs 3G when using VOIP calling

my question is really are there free apps that allow you to use the internet VOIP to make phone calls to all cell phones and land lines.

Meaning most apps I see you must have both cell phones download the apps to make this work. I'm looking for an app that would allow all calls to be made with out using your allotted cell phone minutes.

is this possible?

What is the difference between Wi-Fi VOIP and 3G VOIP? Are either truly free as stated above?

What apps for android allow users to use wi-fi and 3G using VOIP to make calls to landlines and non-android cell phones?

I realize that any app that allows calls to landlines and NA cell phones will require a fee. I'm just looking for the best deal.

Skype is probably the most well known and widely used one. Doesn't use minutes from your carrier and is much cheaper as well for ringing cellphones and landlines anywhere, any country. Needs an internet connection though, either 3G or wifi.
