Have you tried rebooting your device? Many times the software isn't perfect, and turning the Wi-Fi off doesn't complete the process, so it can't turn back on. A reboot should resolve the issue.
First go to into the settings to insure the wifi checkbox is checked to enable wi-fi. If that's already checked then about the best advice I could give you would be to return it for repair or replacement.
