I think this came with a recent OS update... or GO SMS. It seems like whenever I need to access a menu at the top right it launches this and when I "disable" it I am returned to GO SMS.
I checked and YES, it is caused by GOSMS.
If you have to have GOSMS, the only way I could see to turn it off is to go into ANDROID SYSTEM->SETTINGS->APPS->GOSMS and turn OFF the ability to overlay other applications. That seemed to do the trick for me. Good luck.
I am now trying to find a better SMS application.
I got rid of the GO Launcher because it gives all your data to the chinese and switched to the microsoft launcher which is just as customizable (the only other launcher that is) and is much faster and lighter weight (and I never thought I would recommend uSoft for anything).

Just install a different launcher from the play store
I installed go weather, that turned out to be the culprit, uninstall took care of it
Can you try Novauncher? It out works for 14 days unless you buy it.
