Both icons show when connected to wifi.... Is that normal ?

There's an option to keep mobile data connected even when on WiFi, in the developer options. The device can't actually use 2 Internet connections, but it's claimed to give faster switching. Might be worth checking that setting.
(I assume it has some drawback, such as increased power drain, if it's hidden away in developer options).
