Help Wifi And System Restore

Ok I have 2 issues. I have a Samsung Intercept. First I wanna know if there is an app for running System Restore on my android that I can download from the laptop and put onto the the SD card. Second, I need to know why my wifi wont stay on and keeps shutting off after saying it is "unable to scan for networks"

Well actually it is a Sprint phone but I dont have service currently. Im using the wifi ... hence my problem
