WiFi Connection Problem???

After recent 4.3 update, a slew of problems with Galaxy 3...the most annoying being that regardless of whether i have wifi tagged to be "on", it defaults to the ATT Network. Only way I can get connected to WIFI is to go into settings/more networks/mobile networks/ and then turn off "Mobile Data Access over Mobile networks"....then phone will easily connect to wifi. Old version of software allowed you to have both available and unit automatically connected to a WIFI network if one was available. Is there another setting I'm missing that this now seems to be a manual process?
 
Thanks, I downloaded that widget and it does make turning Mobile ATT Data on/off easy. But it doesn't answer my question of why the old software would automatically switch from 3G ATT to Wifi if I was within range, and vice versa when out of range. The new 4.3 download seems to make you manually do the change.....unless, like I said, I'm missing some simple setting somewhere that does this automatically....
