Hello and welcome to Android Forums! 
Many times public Wifi requires you accept a TOS agreement before you can connect to the internet. Turn on wifi on your tablet and makes sure it sees the Library's Wifi. Then open a browser and see if you are redirected to the TOS page. If so, you will have to accept it and then it will let you in.
Many people believe that the SuperPad III is the same machine as Gome Flytouch 2 - Android Forums but I think they are enough differences to warrant caution when looking for help. Still, the FlyTouch 2 is porbably the closest thing you'll find here. For general questions, you can look in General Tablet Talk - Android Forums
