Help Wifi issue

Is anyone having trouble with wifi not staying off? I turn it off then a few minutes later just comes back on and I have to keep turning it off.....I notice it when bluetooth is turned on and I wiped phone and installed nothing to test it for bugs and same issue, anyone else have this happen?

There is a setting in Wifi settings to leave it on during screen off (which you actually WANT so that it stays on Wifi the whole time you're at your house).

The issue is that I can't keep it OFF keeps coming on....
