Wifi Keeps coming on & Connections Optimizer is OFF! HALP!

[Android Question]

Hello! My Galaxy S3 keeps turning on the Wi-Fi even though I have the connections optimizer off. I've checked 100 times and its still off. Even under the settings, Wi-Fi is off. Why does it keep coming on? Driving me crazy.

Welcome to Android Forums! My phone did the same thing on the stock rom. Generally, you have two options. You can deal with it, or you can root your phone and flash a custom rom on it. If you decide to do take the second option, here is the place for you to find everything you could possibly need.
